Riordan Roett is Sarita and Don Johnston Professor of Political Science and director of the Western Hemisphere Program at the Paul H. Nitze School of Advanced International Studies (SAIS), Johns Hopkins University. Guadalupe Paz is assistant director of the Western Hemisphere Program.
