Tony Payan is Françoise and Edward Djerejian Fellow for Mexico Studies and director of the Center for the United States and Mexico (CUSMX) at Rice University's Baker Institute for Public Policy. Abelardo Rodríguez Sumano is professor of international studies at Universidad Iberoamericana. Richard J. Kilroy, Jr., is a nonresident scholar at CUSMX.
